The following information is hereby transmitted for communication to the Minister of Posts, should it prove necessary: In September, I experienced an unusually high volume of stamp sales, amounting to 1,300 Thalers. Furthermore, sales on Sunday morning, the 1st, were exceptionally heavy, and I found my stock of stamps from the latest issue to be almost completely exhausted across all denominations. By a regrettable coincidence, the

Harrar office found itself in the same predicament and was unable to provide me with an advance supply. To enable the franking of the numerous shipments and correspondence scheduled for dispatch via the couriers departing on Monday the 2nd and Thursday the 5th for Djibouti, I was compelled to resort to the following expediency, I spent Sunday afternoon—not without difficulty—assembling a hand-stamping device and overprinting, as follows, all or part of the remaining stamps from the

1894 issue: "aff. excep. faute timb." (i.e., "Exceptional franking due to lack of stamps"), with the value inscribed by hand underneath. I deemed this specific overprint to be the most appropriate method for authorizing the use—under these particular circumstances—of stamps from the 1894 issue, given that these stamps possess a strictly special character and, moreover, do not—to my knowledge—meet the requirements stipulated

J Guillet

by the Universal Postal Union. These stamps, thus overprinted, have been used—and will continue to be used—exclusively for the franking of correspondence tendered at the counter, pending the receipt of the new stock requested from Addis Ababa; their total number will, therefore, remain relatively limited.
