Note: This issue was planned for 1991. Due to the poor printing quality, they were not released. When the 1990 Flag series ran short, the Post Office decided to issue these stamps. They were delivered to the Post Office in two batches. The first batch consisted of 270,000 complete sets or 2,700,000 stamps. The second delivery totaled 4,028,400 stamps consisting of the remainder of all values.
